Biography of Ms Kathy Klugman
Ms Klugman is acting in charge of the Department’s Global Cooperation, Development and Partnerships Group which includes:
- the Human Governance and Development Division,
- the Economic Growth and Sustainability Division,
- the Multilateral Policy Division,
- the Contract and Aid Management Division and
- the Office of the Chief Economist.
Ms Klugman oversees the Centre for Health Security and the Department’s innovationXchange. Ms Klugman chairs the Aid Governance Board.
Before assuming her current role, Ms Klugman led the Pacific Division of Australia’s Department of Foreign Affairs and Trade before becoming the Deputy Head of the expanded Office of the Pacific in DFAT, charged with advancing Australia’s Pacific Step Up.
Before that, Ms Klugman led a range of DFAT’s geographical divisions focused on the Indo-Pacific, including South East Asia Regional Division and South and West Asia Division, where she was also Australia’s Special Representative for Afghanistan and Pakistan and Australia’s senior official to the Indian Ocean Regional Association.
Ms Klugman has held a number of previous roles including, from late 2011 to 2013, in charge of the International Division of Australia’s Department of the Prime Minister and Cabinet, supporting the Prime Minister and the Departmental Executive with policy advice across the full range of international policy issues. Ms Klugman supported the then Prime Minister in international engagements, including overseas visits, leader level meetings, regional and multilateral meetings, and visits to Australia by heads of government and state.
Ms Klugman was previously the High Commissioner to Sri Lanka and has held a range of positions within the Department of Foreign Affairs and Trade, including as Assistant Secretary of both the South and West Asia Branch and the Mainland South-East Asia and South Asia Branch, as well as Director of the East Timor Section.
Overseas, she has served as Deputy High Commissioner in Singapore, Deputy High Commissioner in Colombo and Third Secretary in Vientiane.
Ms Klugman had also previously worked in the Department of the Prime Minister and Cabinet, serving as Senior Adviser (Asia) in International Division in 2003-04 and as part of the secretariat supporting the 2004 Flood Inquiry into Australian Intelligence Agencies.
